Sorry, regarding the algae bloom/ floating mat it would make sense to be in association with the fossils because as the marine life died in the ocean they would float (belly up as you suggest or a result of flowing water fluid dynamics with relation to the shape of the marine creature) and become integrated with the floating algae as it washed ashore where the topography allowed and was covered in layers of sediments from the catastrophic event.
If you find "live fossil" bone I would suggest radiocarbon dating cross-matched to dendrochronology carbon content for chronological dating. The geological layers construct for dating is largely speculative.

I would suggest a catastrophic event like the Global Flood when the pacific plate slid beneath the North and South American plate (subduction zone) at roughly a rate of 4m/s resulting in massive amounts of water and marine animals being forced onto the land where mountains were not formed close to the coast with suffocating suspeneded sediment that ultimately buried them. To form fossils you need to bury the subject (how fast is determined by predators access to subject and resistance to decompose) with mineral rich sediment before predators and the environment digest the animal and bones.
